Joseph Tomaino is the Chief Executive Officer of Grassi Healthcare Advisors, LLC. He has over 40 years of experience in healthcare management, working in the nonprofit, for-profit and government-sponsored sectors. As a Chief Executive Officer and former Chief Nursing Officer, consultant and educator, Joseph has worked with provider organizations and payers across the U.S. as an architect of value-based care, improving clinical effectiveness and the efficient use of resources. Joseph uses data to analyze populations being served and organizational effectiveness, then applies innovative structure and program designs to improve performance, helping clients transform to successfully operate in managed care and accountable care reimbursement environments.
Joseph brings C-suite experience to his advisory engagements. Before joining Grassi, he served as the Chief Executive Officer of the continuing care division of a major multi-hospital health system, responsible for organizations with $280 million in annual revenue. In this role, he led the system’s application and approval for the Model 2 CMS Bundled Payments for Care Improvement (BPCI) initiative, developing a cross-continuum care coordination platform and restructuring and consolidating duplicative and inefficient program components to improve profitability. He draws on this experience to assist struggling healthcare organizations as a turnaround advisor, focusing on controlling costs, growing revenue and restructuring capital. Joseph also previously served as the Chief Restructuring Officer and as a patient care ombudsman for the United States Trustee Program, monitoring healthcare businesses as they restructured under bankruptcy.
Throughout his career, Joseph has advised both payers and providers on redesigning processes to align with emerging value-based payment methodologies, including a year-long engagement with a DSRIP PPS to integrate primary care and behavioral health and a multi-year project to assist a client in developing a Behavioral Health Care Collaborative (BHCC) and an Independent Practice Association (IPA). He is a member of the Managed Long-Term Care Clinical Advisory Group of the New York State Department of Health.
Joseph is a board member of Nassau HealthCare Corporation (NHCC) and a member of the Turnaround Management Association and the American Healthcare Law Association. He has served on the board of directors and executive committee of Westchester Medical Center, a tertiary academic medical center, and of HEALTHIX, a regional health information exchange. Joseph also served on the executive management committee of Long Island Health Network, a clinically integrated multi-hospital network.
Joseph’s background also includes serving on the graduate faculty of Pace University, the College of New Rochelle and Columbia University, where he was the assistant dean and director of clinical affairs for the School of Nursing. He also served on the advisory board at Rutgers University.
Joseph received his Master of Science in nursing administration from the College of New Rochelle and his Bachelor of Science in nursing from the Catholic University of America.
